The objective of this United States Agency for International Development (USAID) funded project was to develop a five-year strategic plan for the Jordan Valley Authority (JVA) that would define priority areas for its future work, and introduce much-needed efficiency into its operations. The project was implemented in two phases over four years; the first phase was concerned with assessing the current situation, and consulting with all stakeholders; while the second phase was concerned with developing the strategy document and first year operational plan. ECO Consult implemented Phase 1 in partnership with Development Alternatives Inc. (DAI), and Phase 2 in partnership with PA Consulting.

ECO Consult’s was deeply involved in phases, conducting many of the assessment studies and drafting the strategic plan document. A participatory approach was adopted, to ensure buy-in form JVA staff, involving senior managers in the development of the vision, mission, goals, objectives and strategies. As part of the five-year Strategic Plan, ECO Consult conducted several studies including: Stakeholder Assessment, SWOT Analysis, Legal Study, Institutional Study, Private Sector Participation Study, Financial Analysis Study and Human Resources & Retrenchment Study.
